How To Make A MC Server?

Hi, I have a 64-bit windows 8.1 laptop and i wanna make a server like the Minecrack Server Or How To MC Server but most of the time on my laptop other ppl cant connect!? Does anyone know how to make a vanilla server for a laptop without port forwarding?? PLZ HELP

Without port forwarding? So no router?

Also, check Windows firewall, you need to open port for MC server.
