Huge server question! Also Looking for staff!

Well lately every minecraft server I have been on is OverPowered it is the most annoying thing when you want to have a good Pvp exp. and people are running around with prot. 5 and Sharp 5s and stuff like that.
Well Im sick of it and I think im am going to buy a server. I need some help though! Would you guys be wanting a server with like a max enchant of prot 2. armour and sharp 2-3 swords, or a server with prot.5 and sharp 5s. I need to know what the community would want. Also what plugins should I add to make it funner!

if you send me 16 paypal I will have you as admin and possibly co-owner. I would give you a shout on my youtube channel aswell. and maybee some other stuff.
Now most of you are thinking " I should buy my own server not send the money to this nub!" well the thing is I have a lot of exp as an owner,admin,and mod. and some people dont and dont want to buy a server and risk failing at it! Also I might also be able to pay you back soon after you send me the money!
