Jvm_bind error

Hey guys I recently did a post yesterday saying to my server then I said i was transfering it.I deleted the old one onto my desktop and its saying failed to bind port
jvm_bind I dont know what to do ive tried alot nothing is seem to work even net thingy plz help me i want to get it running
