Most servers that have anything to do with prison or ranked game-play can be dealt with using permissions, and simply having higher ranks inherit from lower ranks; it's a well explored concept, so usually nothing custom needs to be created.
Really, if you have a need for a specific plugin then make the request for such; it's much harder to come up with a good plugin idea than to actually make a good plugin.
