LOOKING FOR HELP CREATING A PSYCHIATRIC WARD SERVER! $10

Hello whomever reads this , Imm looking for an AMAZING builder and designer to help me with the creation of a Psych ward themed server. Paying minimum of $10 via PayPal.
This is how the game will be played.
So your a normal citizen in minecraft and certain plants like sugar cane plants are made into sugar which is now Cocaine, Wheat is weed, mushrooms are shrooms, and potions are meth. If any Of these are to be found players are admitted(teleported) To the psych ward, where they can get rehab for a minimum amount of days, then once we feel they wont make the offence again, the players will be released back into the wilderness outside of the Psych Ward. Also If anyone is killed that player will be admitted automatically to the Ward.
There will be certain custom groups made for this in order to suit the psch ward. Such as: Officer, Warden, Patient, 5150, Citizen, ....etc.
