I used to own a minecraft server that a consisted of about 50-70 people on during the high times of the day. I'm looking for someone to code a plugin, I already have everything charted out and ready to be coded. I have my prior staff, a spawn, and an idea, and I'm ready to incorporate an advanced java coder. The plugin is more advanced than a kit pvp, and will be a challenge to code, but It IS Code able. What I'm going for is something like this, with different moves and different classes.

Having it all in one plugin makes everything reliant on the plugin-Dev to keep it all updated and maintained; splitting up everything into separate permission groups helps keep everything from breaking once a new MC version comes out, and allows for changes to be easily made.
This kind of problem can be solved using other popular plugins. As a core issue, you are looking for a plugin to give different groups of players different abilities (combat focused or otherwise.) While it certainly isn't the same, have you considered configuring a magic plugin to act in the same manner? Separate the spells by group with Group Manager or so, and the concept is nearly finished.
The problems at heart is that there is no motivation to neither optimize nor upgrade the plugin once completed; better to rely on tried-and-true plugins rather than something being generated on the spot.

It would be easier to have in one plugin. I had a prior coder who disappeared off the face of the earth, but had sent me the binding part and configuration and such already. So I have a half finished plugin. basically I just need the moves implemented and it polished up a bit.
Sounds like something that can be done with group-manager and other plugins that facilitate automated permission sorting. With that in line, all "moves" could simply be independent plugins with configurable controls.
Ok, I'm looking for something where you choose a class and play survival. Basically survival with a twist. Each class would have certain abilities that they could bind to slots and use via shift or left click. The moves them self are fairly complex.
Any details about the project? May help attract a competent developer if they have some interest in the project itself, rather than just wanting to participate in some mystery project.
