Minecraft server connection issues. Help please?

Hi. I'm having a huge problem with my server. We kind of died out last month after being successful for a long time and we're rebuilding. I started my server up today, and found that no one could connect, and the only way to get in was for me to use localhost. So I opened the command prompt and used the command "ipconfig," and I found out that my IPv4 address changed. It went from 192.168.1.101 to 192.168.1.100. So I unforwarded all ports, and reforwarded them with the new IPv4 address. Still didn't work. I restarted the computer, and it still didn't work. I checked to make sure all aspects of the server were updated, no luck. I checked whether our maps or plugins were interfering, still didn't work without them. My external IP has remained the same. So, basically what I'm asking is:

How can I make my server able to let us connect again?

Please remember this when answering!
- My ports ARE forwarded. I'm using 25564, and I tested it with 25565 earlier.
- I've changed all of my portforwarding credentials so it's using the other IPv4 address.
- We WERE able to connect earlier.

If you need my IP, it's 68.3.70.234. I use both ports 25564 and 25565 but I'm testing with the former currently.
