Minecraft server question!

So I am planning to recruit builders to my server and I would like for them to have regular commands in all but 1 worlds. In the "Builder" world (that they can only get into) they can access worldedit and gm 1 there and no where else. Does anyone know how I can do this?

I'm pretty sure that you can make it so each world has it's own permissions.. it might be a lot of work but that's the only way i know how to do it.. There's probably other ways but Idk
