Modable Server

Im looking to start a server back up, but i want one that is easy to mod, unlike the last one i had lol. And hopefully has build in permissions so everyone can use the mods, the TP commands. but not be able to go creative or fly If anyone knows of one that has this that would be great, or one that is just easy to mod.
