Need Help...No one on my Server

So I built this amazing server but keep having the same problems... no one is ever on it. When I do get people on it they leave cause they get bored waiting for others. I have advertised alot and try to keep active on builds and new fun plugins but still am having problems. At Spawn1 I have implemented mailboxes. Please help me by joining and giving me your feedback as to what I can do to make this server a place people will stick with and play on all the time.
