Need Plugins Manager / Developer

Hi I just bought my server and i am really in need of someone who can help me figure out how to work plugins you don't need to know how to code anything but it will help your chances, I need someone who is EXTREMELY good with all types of plugins. I might be able to pay up to 15$ for a small-medium plugin and it has to be legit. the plugin won't have like minigame stuff or anything crazy like that, i need a small and non-complex plugin that can basically show whos online (staff/players etc)
