You can try my host. To get the IP like that you need a sub-domain (If your server provider has the option for it) and if you don't want a port name (like :25565) then you need a dedicated server (Server in its own box). That could cost more per month too.
I could refer you to my server host, they're very affordable and their customer service is unmatched however you do need to pay of course.
