What is your experience building Minecraft Servers? or is this your First one?
Honestly if you have a half decent computer and dont plan to have too many ppl than id just home home host it (decent computer being at least a core 2 or one of the newer pentiums or something in the i series and ~4 gigs ram). Hosting gets expensive for what you get and you really dont get that much control of it, however the cheapest ive seen starts at about $8 per month. Another thing you could try that ive never done before but is to get like a website host and run a server off there because you would get complete control and its really cheap($4 per month from linode.net)
EDIT: if you need help setting it up I can do that if you would like, I host a server myself so I know all the little things you have to do
