I have run a few servers before, im not nice i make them work. this is a strategy to get players **facepalm**
Just a word of advice - if you're a brand new server, you don't need staff.
When you start getting more players online, then yes, start taking on staff. But until you start getting 5-7 players on at any one time, there's no point.
The reason behind this is to ensure that you're choosing staff from regular players, who are interested in the success of the server and want to help build the community, not because they're power-hungry 10 years olds with an un-necessary god complex who'll go to any new server just to get Op, Mod or Admin.
This doesn't necessarily apply to Builders though. I understand that you'll need to get people to help you build your spawn and so on, but don't 'hire' them on as Staff. Invite them on as Builders, but try to avoid promising them that they'll get Staff position in the future, or even promising that you'll consider them when a position opens up. If you do promise them that, they'll get annoyed if you don't choose them when you start taking on proper Staff, and will complain about putting lots of effort into the building for nothing. This can then cause problems down the line, and you'll have a phantom saboteur on your hands.
Staff and Builders should be 2 separate things, because otherwise the line between enforcer and helper can become blurred, and it will cause friction amongst your players and actual staff in the future.
So yeah, you don't need staff quite yet
