What time zone you are in: GMT - 7:00 (Pacific Time Zone, West Coast U.S)
If you don't make plugins, what rank do you wanna be: I would prefer to be a high position staff member (Administrator, Moderator) for 2 reasons. With these positions, I would be able to build a lot faster, and would be able to help you configure stuff within the server quite easier. Although I don't make plugins, I can still help you find the needed plugins you're seeking. I admined for quite a few servers in the past, and own my own server, so I do know how to manage a server.
