New Minecraft Server Help Needed!

I am contemplating on whether or not i should start up a server. If i do, i need people who i can work with very well and efficiently. I need helpers and staff who are great and knowledgeable on plugins and commands. I aspire for a new server that will grow and be totally different than most servers. The server type I am looking for help and staff positions for could be described as: Towny, Survival, PvE, PvP, MiniGames. I want to also make it more different by having a bigger party community to it. I want party nights to be implemented and fun games and activities to do and events to participate in and create to give players more options than mining, building and the occasional drop party or parkour course. I dont want the server to be overloaded with portals and modes. I want a simple Towny/Survival server that simulated real life, but to add an adventure and rpg minecraft spin to it. I would like the basic Towny plugins and commands that allow towns and nations, mayors, and helpers and such. I want there to be warps for various locations that players can go to E.G) Market, Party, Spawn, Wild and to have the basic /t spawn and /tpa plugins. I want the economy to be very well balanced and i want the staff to all be mature and helpful. The staff i want for my server need to be fun and experienced in whatever ways needed and i want the staff to always be kind to players and always up-beat and helpful. I want to make a new environment that is constantly adding new things to the server and new things for players to do and a good community for players to socialize in. I want basic rules for my server like: No cursing, No Advertising, No Tp killing, No harassing... etc... I want my server to be a mature server, I don't want the kids and/or adults talking dirty and vulgar. I want my staff to be pro-"this". I want them to enable an environment that is no-stress, relaxed, and kid friendly. I am aware most people curse and can be obnoxious in chat, so i urge my staff that help me create my server are in good terms with these views and will promise to keep chat clean and fun. Other plugins like economy and marriage i would definitely love implemented, so as to increase player happiness and satisfaction. There will be a pvp section/warp and arena for when people want to fight eachother. I would like to work on the minigames lastly and the towny and survival aspect of the server i would want to be up and running first. I accept and consider ideas the staff gives me in regards to server ideas and changes. Should we build our own spawn? Should we find a pre-made spawn that is unique? Should the spawn be large or small or medium sized? These are some questions we could start off with at first and later along the line we can add forums and a website. In the comments, give me some information that i can look at and without a doubt say "he/she would be a great teammate and staff member". Post a little about yourself. I know a lot of you all might come across and read this with the mindset of a staff hunter, and that's okay. I just want anyone that is interested to be fully compliant and helpful. I also don't want staff that come in and then ruin the server or come in and take control of everything and disregard what i have to say, respect and help is always first. Rudeness and Tyranny is never accepted.
Here are the basic requirements to be a staff member on my server that will be created once we can successful get our starting staff ready and plan out the server well. I will be paying for the server obviously and the donations will only be fair. No OP donating will be added into the store on the website once made. I want an economy that is not pay2play. I want earned ranks. I want maturaty as said before, but i dont want dull staff or players, i want there to be enough crazy to rule out any immature comments and chats that would in other instances be un-needed.
-You must be at least 15 years of age (I want to set a base age so that i can better judge the person you are and the maturity level you might be able to maintain).
-You must have an up-beat and happy personality so that you would be great and kind to other staff and players.
-You must be mature and respectful of staff above you.
-Never ask and spam request repeatedly for new positions.
-Staff should never grief, harass or take advantage of their powers on players. Never should staff spawn in items or in-game currency for their benefit or the benefit of others, there is no cheating allowed. I will decide the starting balance staff will receive, and other economic and social factors will be discusses and talked about in a private Skype group chat together so there we can include or exclude ideas and come to agreements on certain matters. Your ideas are not left alone and will always be considered.
-Staff should be on accordingly to a fixed schedule depending on what area and time zone you are in and what hours and days you are able to play.
Post below a brief introduction about yourself and implement these factors into your summary and covering every area or any other area with information i should know.

-I do not bribe positions and cheats. You do not become staff by paying any amount of money. I will not allow staff to bride or cheat either.
