New Server - dev need

So hey there i need a developer for a new upcoming minecraft server
i can't pay any thing so i was wondering if any one there would do the following for free.
I need to make ranks and mini games and also need from the dev to manage plugins and worlds.
i also need someone to make me the plots world and such .
