New 1.6.2 server needs help

I need help building all kinds of things like parkour and mob arenas. I need some help with permissions because I have no idea what they are. I have a plugin called PermissionsEX but I have no idea how to use it so if someone could me out with that, it would be great. The server is the Minecraft Version 1.6.2 and the ip is 71.198.156.122:25565. If someone could join and help me that would be great and if you have skype, when you join the server please tell me it on the server. Thanks
