New server needs a simple plugin dev

Hi I am Fary, and I want to make a new Factions server, but I need a Eula Friendly plugin for ranks. Nothing huge. And I need to mention I am not willing to pay anything until the server starts growing and If you stick with me for the journey (I promise I wont bother you too much ).
