IMO the best way would probably be watching them play your server, and see if they really follow the rules. But this works 2, as long as you have backups of your server.
And having "will you donate" in the staff application makes it look like your all about the money, and allow people to buy a staff position on your server. But if thats what you allow, up to you. Goodluck in finding people
