Permissions Error i think

I really need help. I can't get ownership of my server... the permissions file is like stuffing up or something but i can't do ANYTHING at all. The only way i can do anything is if i'm opped. yes i'm opped but i still can't do anything. my name is on the op file and i am owner in permissions. i can't get it to work and i don't know why. All the permissions from the plugins are in the permissions file

I have PermissionsEx, GroupManager and PermissionsBukkit
