Permissions Plugin Help Please

Hello there! I am starting my first server up and I just need some help with permissions setup.

I have been trying to get it to work for the past few weeks with tutorials and I just can't figure it out for the LIFE of me!

I was wondering if somebody could give me a simple starter with just two ranks.

One that has the following permissions:
building
/msg
/afk
/pay
/balance
/spawn
/help
/tpa
/tpahere
/me

And then one that has all of the permissions fro these plugins:
Essentials (All but group manager)
World Edit
World Guard
Core Protect
Head Spawner
Multi World
Lockette
PermissionsEX

I'm really sorry, that seems like a lot, but I really just can't figure it out.
The Plugin I have is PermissionsEX....
