Use Bukkit and I suggest these Plugins:
AuthorizeMe (Makes a registering thing , So the risk of being hacked is down.)
Permissions
the /cprivate plugin ... So your community can protect their belongings!
Some sort of Anti Greifer plugins... Eg. BigBrother , etc.

use Bukkit it much easier to add mod and plugins
