Please Help

So I have recently started a minecraft server. I have finally got Permissionsex to work but now whenever somebody besides an op interacts with anything except for chat it says your not allowed to place or interact with the block. here is the my permissions.yml folder please help http://pastebin.com/f2TYAxan
