Please help with group manager!

Hello guys, so i have made a fresh group manager file in Notepad++ . See, i am a Java/HTML/C coder, so i know what im doing. And i just cant figure out what ive done wrong. Ive line for line checked 7 times now. and i cant /manload so i /reload then the perms are still messed up. If you can spot the line/error PLEASE. Tell me, and if it works there will be a reward. thanks:
