Please Someone help me - Server Problem

hello.
im thinking of starting a server.
i want 1 server with like 4 worlds.
is there anyway i can change those worlds to like a server or something
-1- disable certain plugins or commands in a certain world and such

for an example - 1 world named factions second world named skyblock.
when im in factions i want to be able to do only faction commands.
when im in skyblock i want to be able to do only skyblock commands.
when im in factions i dont want to be able to do skyblock commands.
when im in skyblock i dont want to be able to do faction commands.

(sorry hard to explain but if someone has an idea what i said..pls..)
