Plugin Manager Needed

I need a plugin manager for my server that can configure plugins and know how to use them. Keep in mind the permissions I use is permissions bukkit so you need to be able to use that. So here is the app please apply.

Can you configure plugins? Yes do u meen by that edit the options?
Can you do permissions with permissions bukkit? i think i can but if you could get group manager then that'd be better for me!
