Plugin Replacements

I'm currently setting up my server, and I've found a few plugins I want to add - but a few seem out of date. I'm running the latest 1.9 spigot jar.

Basically, being able to have certain groups not able to attack one another.
I'm also looking at setting up promotion ladders in Pex, and I'm not sure whether Pex can do this or do I need a separate plugin? (I did google this, nothing really worked).

Also, does anyone know if this works in 1.9 Spigot? If not, what is a good alternative?

There is a plugin that I found on bukkit but I found it about 2 years ago. It should still be there if you do a little looking. Sorry but I forgot the name. I found it because I wanted to use it on our survival server so there would be no pvp but now we just use a world flag for no pvp except in a pvp area. World flag does work good.
Here is a pex tutorial for your second question i'm not sure if the bukkit plugin works with pex. If you need more help with pex log onto our server and ask Tann.
https://www.youtube.com/watch?v=uWANbaMXj0M for question #3 I havent tried that but I can say that many many plugins break when implemented on 1.9 and don't work correctly in 1.9 so what we do is use that we now use a plugin called viaversion (I recommend it) and it that lets servers accept players on both 1.8 and 1.9 https://www.spigotmc.org/resources/viaversion.19254/ the thing thats wrong with viaversion is that it is not perfect and does have some conflicts with protocollib but big servers like the hive use it to let players using 1.9 and 1.8 on to their server. If you want any more info you can log onto our server (see banner below) and talk to staff member Tann who is our plugin expert, she is always helpful to other server owners and she and the other owners are on daily.
