A huge part of it too is having staff that actually care about the success of the server, but also about the players experience. If the staff aren't excited to be there, then how can they make others excited to be there also?. Ultimately your staff should be more concerned with the players experience than their own, if they aren't then your server most likely won't be very popular.

To run a "popular" server (as in lots of people; I assume that's what you mean), you need:
- The absolute best plugins for your type of server (e.g. no-grief survival: Grief Prevention, CoreProtect if you really need it; minigames: War, nSpleef, Paintball, DeathSwap; PvP: Grief Prevention (no need for 4+ plugins when this one has all the PvP stuff you'd need), Factions (if that's how you roll; I suggest not to go with it though); etc.)
- Reasonable rules that are mostly common sense (more might be needed depending on the type of server)
- Good staff you COMPLETELY trust and are able to contact at a moment's notice
- Decent amount of slots that can be expanded as needed (10 is good for a small group, but 25-35 is a great size to start with for becoming "popular")
- No overpowered donation ranks (as in not letting anyone with $50 to spend buy admin/OP/etc., and almost never giving out Creative mode)
- A sense of humor and wisdom; most people wouldn't want to spend time on an authoritarian server where the staff prowls around waiting for the slightest slip-up
I believe that if you follow these guidelines at the very least vaguely, you'd have a server that people will want to stay on.

Couldn't have said it better myself. Long story short, running a successful server is like running a successful business, you get what you put into it and it doesn't come easy, it's a lot of work.
