So I have a server but my friend recently set off the minecart tnt explosion. SO whenever I turn the server on and go back in, it stops the server I used the command /lagg clear but nothing will do it! Please help me!

YEs Thank you this helped!
Try using the command /stoplag. Then do /stoplag -c. If this doesn't work you can always copy a world from your saves | %appdata%/.minecraft/saves | and replace the current world folder for the server with it.
