You don't have to have a dedi with linux OS. Servers work fine on other operating systems such as Win7/8, mac and other OS's.
Thats one of the dumbest things I have ever heard. Why the hell would you host a Minecraft server on Win7/8 or Mac OS? - well if you had any sense and you were hosting professionally, you wouldnt.
Why waste RAM and CPU time on an OS you just simply dont need...
My server runs in a custom run-level that I set up which has no GUI, and only the bare essential services and components to run the minecraft server -saving around 500mb RAM. Win7/8 is going to use more RAM than the standard Linux run levels just to idle.

If you really want a server set up, buy a small server from a server host (IE: Beastnode, not ibWill) and go to Youtube. Look up how to set up plugins and stuff, and you WILL have a good server.

A professional server can not be run on 1GB. Any decent host that isn't overselling charges $8 a gig. Even then they almost always oversell. If you are going to run a successful, professional server you need a dedicated server with a linux os. That's it. End of story. I know what I am doing. Trust me.
A server can be ran on 1gb of RAM without lag. The host that I am talking about uses data centers with a 1GBps connection. Each of their computers have at least 32gb of RAM.
