Should I shut my server down?

I opened a server about 2 months ago, and I'm trying to make it as professional as possible, with appealing spawn and multiple gamemodes (factions, towny, plotme), clear chat and everything, but I get merely 0 to 6 players online... I used to get about 12 people online at peaks about one month ago. Is my server's situation desperate? Should I bring my hands down and shut it down? :c
