Spigot Help

I'm on the spigot website and I hit download. From there, I can't find any spigot jars. All I see is BuildTools. I don't want BuildTools, I want Spigot. Where is Spigot? (btw git isn't letting me download the program firefox is saying its taking too long to respond, not that i want or need git)
