im tring to find out if it is legal to steal a server owners map of a world , and put it in another server for public use cuz someone stole a map of my server and im tring to find out if its legal for this to be done please reply

the map was not stolen, you still have it and can use it anyway you like

It's not illegal, and if he is the one who built it, hence "head builder" then he can use it all he wants because it's his. Either get a new spawn or have it stay the same.
well my world was not on the internet , or a open schematics a city was built on my server buy some of my staff and players , then my head builder decided to steal the map and put it in his own server , and deleteing it from my server , thankfully i had a backup and was able to fix it

No. If its your man than you should do something about it and if downloaded from internet (which if its case the above doesn't apply) you cant do anything about it as it was on internet for every one to use.
