Thinking of Starting a Server, Please Help

Hello, I am planning on making a new server with a friend of mine as co-owner. We wish to have numerous plugins installed with a low player max. We are hoping for approximately 10-15 player max (whitelisted) with plugins. The optimal setup for these plugins would be Heroes, Mob Arena, Towny, iConomy, Multiverse, Essentials, MCEdit(World Edit not sure what the difference is), NoCheat, Orebfuscator, and MCMMO. Of course this is a lot of plugins and we realize this, and like I said this is optimal, the ones I would mainly want is NoCheat, McEdit, iConomy, Towny, Essentials. I don't know if I'm missing anything huge that I would need, etc. we have about $30 to spend now, and we are planning on getting more, we would like this to last us 2 months or well on our way to the 2 month if we can help it. Would 1GB of Ram be enough for the optimal or even just the main ones? Please help because I have never done anything like this before and Google searches aren't helping a whole lot.
