Do you have a server site? Those are great to get more people on, instead of sending them the ip, send them the website (since some servers aren't fun when you just get on them, so the website lets them see what they can expect from the server once they're more into it.) I wouldn't be able to help you with your server, since I'm working on my own, but first try getting some of your own friends on, ask them to pass the word onto their friends, etc. and try building a community in your area first. However, if you do not wish to do that, spread the word through social sites instead (eg: PMC, Facebook, twitter, etc.)
