Vanilla/Modded Server - Needing Tons of Help

Does anyone wanna help me set up a server that is hosted at home PC, cause my PC can handle a major one if I wanted. I just would like to see if someone would like to start and help me out. All I need is one builder, one developer and we should be set to go, we can load up any mod pack. The lowest I will go on ram is probably 5GB, It just depends on things.
