I am looking for a plugin manager for my server and this is one of the plugins I want. I don't know what plugin it is that does this. This is why I am asking if any of you guys know what plugin it is and how to set it up.

You could use one similar to this it's called NameTags (Bukkit) you need another plugin called TagAPI I believe
