Why is my Minecraft server getting lag?

My server has 5gbs of ram, across 24 plugins. I have about 4 people on generally, If I do /lag, it says there's 1gb free, but I'm still experiencing lag, why, and is there anything I can do to stop it? Thanks.

You could have 20000000gigs of RAM and still lag with twenty plugins. Plugins tick, this uses the processor, so you could have twenty plugins that tick a lot and have a bad processor and you will lag hard.
