Won't to be a op???

wonna be a op?? okay all you have to do is help me fix my server.
okay the problem is when i load the start.command folder it fails to bind port. i have already tried activity monitor and it didn't work and i port forwarded it. help me fix this and you will be an op on my sever and it is nice.
