Not looking for a position, rather, looking for you to be able to ask people to play by your rules while giving something for them to work with. As it stands, you ask for quite a bit and provide nothing.

I think people will be much more interested in joining if they know some details about your server. For example, what kind of server is it? (Survival, Factions, minigames, etc.) What is expected of potential staff members? For the builder position, what kind of building should they be proficient in? No one wants to jump in blindly to a high-investment position on a server they know nothing about.
