Adding Servers

Hi There,
I can not add servers. I constantly have the error:
"The resource you are trying to edit doesn't exist, isn't yours or maybe something else is up. If you think something else is up, please use the contact page to report it. Thanks"
I though it might of been because of the level I was on but i see people with lower levels have added servers.
Can you please let me know why I am experiencing this?
