Well personally I feel like every female has good qualities and bad qualities.
Some are typically nice

I've meet some pretty mean girls but their are nice ones out there. Like I'm a girl and I think I'm pretty nice. I always seem to be friends with boys because I'm not like most girls lol.

Sounds like the question is more "Are siblings mean?".
If so, then the answer is yes and no. It is natural for siblings to get on your nerves and know exactly how to push your buttons to get you upset.
Once you are no longer around each other all the time, it becomes a lot more tolerable.
The fact that they know exactly how to bother you is often an indicator that they know you well and this can become a friendship later in life.
I could be wrong though and maybe your sister is just mean. People just be that way sometimes.
