When ever I try to post my server, I have the 'Publish live' option checked and when I view it, it says it's offline!

The server doesn't get checked very often so it was offline the last time it was checked. Just leave your server on for a day and you will find it it gets checked and updated to "online"
it is online, the RUN.bat thing is turned on
It's because your server is OFFLINE.
