Before i discuss my problems, here are my specs:
CPU: i7 4820k 3.7 ghz
GPU: r9 280x powercolor edition
RAM: 16gb
I have had this problem in the past and never really got a fix on it.
The problem i'm having is that every 30 seconds or so, my fps drops hard to about 30 fps sometimes even lower to about 15, and with my setup, i shouldn't have the slightest of fps drops. It's not my hardware, i can run other much more demanding games at better fps.
What i have done is:
add more ram to minecraft (added 4 gb out of my 16)
installed optifine and did these changes- in Performance: turn on Smooth FPS, Smooth World, Fast Math, and Fast Render. In Video Settings: Set Chunk loading to "Multi-Core".
lowered my render distance from 16 to 10, still getting spikes.
set priority to high on task manager
restart my computer
reinstall java 64 bit.
update drivers
keep in mind this is on multiplayer, and that i don't have any other mods besides for optfine, and if this is any use, its on the default launcher. thank you.

I get no lower than 150 and no higher than 300 FPS on single player with 64x64 texture, max render and max settings. I keep my settings the same for Multiplayer and I get no lower than 100 FPS and no higher than 250.
Might be because it's multiplayer. In multiplayer my PC plays at 45FPS on Low (Render distance 2, smooth lighting minimum, clouds off, default texture pack, fast graphics) graphics, while in singleplayer I get the same ammount of FPS on high (Render distance 16, smooth lighting maximum, clouds on, 32x32 texture pack, fancy graphics) without Optifine.
You guys are lucky I get 10-30 fps every day and I have optifine and all the settings right as you said.

1. Allocate 512MB ram to Minecraft
2. Put your render distance at whatever
3. Put your max fps on MAX
4. Close background tasks
5. The problem is that the server is poorly optimized with plugins etc.
Yes, that will be a problem.
Yes, put your FPS on Unlimited.
everything is updated. i dont have any adware or malware. like i said, i can run every other game perfectly fine, but minecraft is just bad on my computer for some reaosn.
well i tried it, it seems to have less drops but when it does, i can only feel it, the numbers dont change, it can stay at 160 fps but you can definitely feel an fps decrease
Do you have any adware or malware on your computer? Could be slowing it down at times.
Any Windows updates? If so, update them now. I know everyone hates it, but you will run into problems if you don't update it.
Had a friend with a 270x, and was getting like 30 fps on low on bf4, which he normally gets 50-60 on ultra, but he never allowed windows to update, once I told him to do that, it was back to normal, and no more problems.
