Wow, I've been leveled down twice! First, I was level 13, I got leveled down to 10. But now I was 15 and got leveled down to 12. What is this? I'm getting really annoyed at this. Is this happening to any one else?

Yah what those guys said XD If you didn't remove the submmision a Moderator probably did.
You get leveled down because of loss of experience. You get xp through making submissions. When you post a submission that's against the rules, it gets deleted along with the xp that you got with it.
You posted something that got deleted by a moderator and you lost xp that you got from that one submission.
Solution- read the rules over and don't break em.

this ^ also if you deleted something yourself and or saved it as a draft you will loose xp
If you've removed submissions or comments, it will take your level down - And also if people un-diamond/un-favourite your submissions. It could also be that a mod has taken something of yours down, that breaks some rules
