Greenlight on mods?

So my small question is, what is a greenlight on mods? Like when I upload a plugin or something, it just uploads, so I don't understand what greenlight people are talking about. So if anyone would care to explain, I'll appreciate it.

So, when a level 1 member tries to upload a mod, a moderator has to approve of the mod, and when a moderator is checking the mod, it's called the greenlight. When you're at level two (I think), you can upload mods without moderators needing to check them.
