You're funny you upload by going to whatever you have made click upload project, skin, texture pack, mod whatever then put upload it, it gets fairly simple from their on.
Forum posts give you no xp.
you get XP from views, downloads, upvotes, favorites and comments on your submissions to PMC.

You get xp on planet minecraft by uploading skins, texture packs , blogs , making forum posts , uploading prjects and much much more and having them viewed, up voted , favorited, commented on and downloaded
