So, my desktop is a bit cluttered and on my laptop I have quite a few items which I never/hardly ever use. Are these things slowing down my computer? If so, can I stop them slowing down my laptop by moving them all into a folder, or is the desktop itself counted as a folder?

It depends a lot on the program. Some programs have processes running in the background even when they're not open. Most programs, though, will not slow down your computer if you don't have them running.

Having items on your desktop won't slow anything down and deleting them won't speed anything up, UNLESS they're music/video files which take up a lot of space. If they're programs they're most likely shortcut or launcher files which don't take up much at all.

If you'd like to speed up your laptop I suggest getting an SSD (solid state drive) instead of a hard drive and uninstalling any program you don't use

(To uninstall search for "add or remove programs" in the start menu and uninstall anything you don't/wont' use)
