You're using the Simple version of this model which does not support this layered piece. Please convert to the Full model via Edit.

Assuming you're using PMC Skin Editor :
The skin on which you were working was created using the Simple Model (of Steve or Alex as case may be) and you are trying to access the second (outer) layer of something other than the head : the Simple models only allow the second layer for the head. [Most likely you clicked on the armor layer display at the right of the screen.]
If you click the "Edit" menu one in from the left of the screen, the lowest line shound read "Convert To Steve (full 64x64)". Click this and you will be able to access the second layer for all of the bbody parts.
Converting back to steve simple (64x32) is available, but save the png file before converting if you have concerns…
